Alice Paul first proposed an Equal Rights Amendment to the United States Constitution 100 years ago. Since then, it has been reworded, reconsidered, and presented to Congress repeatedly. However, it has yet to meet the requirements to be ratified. In this phenomenological study, I perform a content analysis of recent scholarly publications and apply the Multiple Streams (MSF) and Advocacy Coalitional Frameworks (ACF) to speculate why efforts to ratify the ERA have failed.
