Electricity is a vital resource that fuels economic growth and drives technological advancement. The electricity sector is under pressure to evolve during the energy transition due to the shift away from fossil fuels to renewable energy resources and the increased electricity demand resulting from the electrification of other sectors. Ontario is undergoing a transformation to meet its future electrification demand. This paper conducted a review of the common themes in the energy transition and grid modernization. Based on this review, advancements in grid modernization were discussed, including demand-side management, mobile and battery storage, distributed energy resources (DERs), microgrids, smart grids, and community energy systems. Criteria for evaluating grid modernization policies were also identified through the review to assess the efforts of various international electricity jurisdictions in grid modernization. The jurisdictions analyzed were Sweden, California, Western Australia, and the United Kingdom. From this evaluation, three key lessons emerged: (1) empowering consumers can accelerate and scale grid modernization, (2) a clear policy drives change but will need adjustments over time, and (3) providing financial incentives or funding can speed up policy implementation. The final phase of the paper was to apply these key lessons within the context of Ontario to identify possible policy changes that could advance Ontario’s grid modernization. The findings suggest continuing to empower consumers, establishing clearer policies—which have raised concerns about transparency—and increasing the availability of funding.
